Brussels: Sofia fails key target date for key infrastructure protection
The European Commission has initiated infringement proceedings against Bulgaria (together with 20 other EU member states), notifying the government that it had failed to explain by the deadline of October 17 why two directives have not been fully transposed into national legislation. All countries now have two months to comply and respond.
The directives aim to ensure a high level of cybersecurity, particularly for public electronic communication services, the management of computer and information systems, digital services, wastewater and waste management, healthcare, energy, transport, production of critical goods, postal and courier services, public administration, and the resilience of critical infrastructure against natural disasters, terrorist attacks, internal threats, and sabotage.
MPs fail to elect a parliament speaker for the 7th time
The fiasco in parliament over the failure to elect a speaker is becoming yet more farcical. After yet another series of interruptions throughout the day, MPs finally proceeded to vote on the two candidates who made it to the runoff. But for the seventh time it was to no avail.
GERB's proposal Raya Nazaryan received 69 votes "for," and 159 "against". There is Such a People's Sylvy Kirilov received 118 votes "for," and 103 "against".
Democratic Bulgaria finally decided to support Kirilov, but their backing was insufficient. Among those who voted "against" or abstained were also MP's from the WCC-DB coalition, which led to internal disagreement.
The next attempt to elect a parliament speaker is scheduled for Friday, November 29, at 11 am, but the likelihood that a speaker will be elected is very low.
In November only industry managers remain optimistic
In November, the overall business climate indicator remained at its October level, with improvement observed only in the industrial sector, according to the National Statistical Institute (NSI).
The indicator for the "business climate in industry" rose by 2.5 points (from 13.3% to 15.8%), driven by positive assessments and expectations from industrial entrepreneurs and managers regarding the state of their businesses. Their forecasts for production activity over the next three months are also optimistic.
In contrast, the indicator for construction dropped by 0.8 points, remained unchanged in trade, and declined by 3.9 points in the services sector.
