Dr. Nigyar Dzhafer, MD, is Vice-President of the 44th National Assembly of the Republic of Bulgaria and Member of the Health Parliamentary Commission. Dr. Nigyar Dzhafer, MD, was Chairperson of the Health Parliamentary Commission, 42nd  National Assembly, Bulgaria and Deputy Chairperson of the Children, Youth and Sports Committee, 42nd  National Assembly, Bulgaria. Dr. Dzhafer, MD, was Deputy Chairperson of the Health Parliamentary Commission in the 40th  National Assembly, Bulgaria. Dr. Nigyar Dzhafer, MD, graduated at Medical University "Prof. Dr Paraskev Stoyanov" in Varna, Bulgaria. Her professional specialities are internal diseases and health management. Dr. Dzhafer, MD, has post graduate qualification in healthcare financial management and public finances.

Zheni Nacheva

Deputy Minister of Health

In 1996 graduated from the University of National and World Economy in Sofia with a degree Banks and Banking. In 2001 acquired a Master degree in Public Administration from George Washington University. In 2007 acquired a degree in Health Management from the Medical University of Sofia. In 2010 graduated Doctor of Economics at the University of National and World Economy. In the period 1996 - 1999 was consistently Counsellor in Department Securities Issue and Transactions and Head of Sector Investment Analysis at the Securities Commission /currently FSC/. From 1999 to 2000 and from 2002 to 2010 was consistently Head of Department and Director of Budget Directorate at the National Health Insurance Fund. In 2001 was engaged as an expert at the Institute of International Finance in Washington – Department Europe. In 2002 worked as an expert on health financing to Bulgarian health project - under programme of the US Agency for International Cooperation and Development for Bulgaria. In the period 2003 - 2004 lectured on Financial Accounting in English Portsmouth University, Sofia. From February 2010 to April 2010 was Director of the NHIF. From August 2010 to November 2017 consistently held the posts State Expert, Head of Department State Affairs at the Ministry of Finance and Director of Local Government Financing Directorate at the MoF. On 10 November 2017 by order of Prime Minister Boyko Borisov was appointed Deputy Minister of Health.

Dr. Terje Peetso

Head of Sector 'eHealth and Ageing Policy', DG CONNECT, European Commission

Dr. Terje Peetso is the Head of Sector "eHealth and Ageing Policy" in the European Commission’s Unit on eHealth, Wellbeing and Ageing in DG Communications Networks, Content and Technology. Dr. Peetso joined the Unit in 2011 as a policy and project officer. In 2014, Dr. Peetso was the EU fellow in the University of Southern California (USA), where her research focused on obstacles hindering the introduction of eHealth into healthcare systems. She joined the European Commission in 2003 in DG SANCO’s Risk Assessment Unit, and in 2006 she became policy officer in the area of tobacco control. Dr. Peetso holds a diploma in medicine from the University of Tartu, Estonia.

Aleksandar Yolovski

Deputy Chairperson, State e-Government Agency (SEGA)

Aleksandar Yolovski has graduated from Sofia University "St. Kliment Ohridski", having been awarded an MA in Political Sciences Prior to being appointed a Deputy Chairperson to SEGA he managed a Department with "Information Services" AD. In the period of April 2011 to July 2015 he used to be a Director of "Programming, Commerce and Contracting" Department with the "Administrative Capacity" Directorate, a Managing Body of "Administrative Capacity" Operational Program with the Ministry of Finance, a Director of "Structural Measures for European Structural and Investment Funds" of "European Union Funds Programming" at "Good Management" Directorate, a managing body under "Good Management" Operational Program with the Administration of the Council of Ministers. He coordinated the elaboration of annual indicative working programs and controlled the selection and contracting processes related to the provision of grants under electronic governance development procedures, the improvement of the electronic administrative services provided to both individual citizens and the business entities, elaboration and improvement of primary inventories for providing internal administrative electronic services. He participated in the process of prioritizing the fund-raising measures. Aleksandar Yolovski managed the elaboration the "Good Management" Operational Program, which set out the EU-funding priorities, related to implementing the administrative reform and introducing the electronic governance, including electronic justice. He took a leading role in negotiating the approval and acceptance of the operational program by the European Commission.

Alexander Ognianov

Alexander Ognianov is computer systems engineer. He has graduated from the Technical University – Sofia with a major in "Computer systems" and has a PhD in technical sciences. Ognianov has specialized in "Software and hardware for instrumental interfaces" in Netherlands and in "Information technologies - USTTI development politics" in USA. In 2006 Alexander Ognianov became deputy director for information technologies of the National health-insurance fund, and since the end of 2009 he is interim director of NHIF. Before joining NHIF Ognianov worked as state expert in the E-government department of the Ministry of state administration and administrative reform. From April 2002 to January 2006 he has been the director of Information society and technologies department of the Ministry of transport and communications and chairman of the Board of directors of Bulgarian Posts. He has been the leader of a number of projects in the IT field and senior researcher in the Institute of microprocessor technologies, as well as part-time lecturer in Technical University and the New Bulgarian University.

Todorka Kostadinova is a Professor at the Department of Economics and Healthcare Management at the Faculty of Public Health at Medical University – Varna.
