Boris Goncharov is an information security enthusiast and visionary with over 12 years of operations
and information security experience. He works as Chief Strategy Officer at AMATAS where he is
focused on envisioning the future of security and defining corporate protection strategies and
tactics.  
Prior to AMATAS, Boris was Chair of Cybersecurity Center of Excellence (CSeCoE) at G4S Europe. He
is a regular speaker at leading security events as InfoSec Europe, Gartner Security & Risk
Management Summit, IDC Security Roadshow and others. Boris currently maintains top-level
industry certifications including CISSP, ISSMP, CCISO, CCSP, CEH, TOGAF, CHFI and CBSP.  

Krum Garkov

Executive director, eu-LISA

Krum has more than 20 years of cross-cultural experiences spanning the public and private sectors. He took up the Executive Director post at eu-LISA in November 2012 and has lead the Agency with the vision to promote information and communication technologies as a key success factor for integrated border management and law enforcement at the EU level. He sees eu-LISA’s mission in helping Members States in their efforts for safer Europe and ensuring the continuous and stable
service delivery to them in the ever evolving digital environment.
Before eu-LISA, he was the Operations Director for Experian Group Ltd., a leading global information provider serving the Finance industry. Prior to that, Krum was Program Manager at Hewlett-Packard. He has also served the National Revenue Agency, as well as the Centre for Mass Privatization in Bulgaria. Krum holds an M. Sc. in Computer Technologies (Varna), an MBA in Information Systems (Stevens Institute of Technology, New Jersey) and has received executive
education from London School of Business & Finance with an MBA in Management Consulting.

Vladimir Dimitrov

Head of Cyber Crime Department at General Directorate Combating Organized Crime, Ministry of Interior

Inspector Dimitrov has been part of the Cybercrime Department at the General Directorate for Combating Organized Crime-Ministry of Interior for over ten years, and since October 2020 he has been the head of the department. He has participated in dozens of specialized police operations to counter a wide range of computer and computer-related crimes at home and abroad. He has completed training courses on combating cybercrime in the United States, Germany, the Netherlands, Israel and others. Regularly interacts with the FBI, Europol and other international law enforcement organizations to investigate and detect cybercrime.

Thomas Marcadet

Financial Lines Practice Leader Central & South Eastern Europe, Marsh

After a first experience in derivatives sales with German and Austrian clients at BNP and Nomura, Thomas strengthened his risk skills working for the group audit of BPCE  - 2nd largest retail bank network in France. He joined Marsh in France in 2011 where he worked first as a Client advisor for banks, insurers and investment funds then as a Client Executive with a portfolio of clients mostly in the financial sector.
Since April 2017, Thomas is a regional Financial Lines Practice Leader for Central & South Eastern Europe. He is responsible for the placement, claims and development of financial lines (essentially Cyber, Crime, D&O, PI, CIT, W&I) for 17 countries.

He started his career development as an IT consultant and auditor in one of the 4 big audit companies, and then continued his development in the field of information security in the financial industry. It has internationally recognized certificates such as ISO 27001 Lead Implementor, CISA of ISACA (Information Systems Audit and Control Association) in the field of audit, control, monitoring and evaluation of information technology and business systems, as well as CISSP of ISC2 (International Information System Security Certification Consortium ) focused on information security. Lajos is the head of Deloitte's Hungarian cyber risk services team. He has over 20 years of experience in consulting in companies from the Big Four. Lajos also manages many large-scale IT security risk assessment projects, as well as a large number of court engagements, including computer forensic investigations.
