European countries lead e-Government development globally, according to the United Nations e-Government Survey 2018, published in July 2019. The research includes 193 United Nations member countries from all over the world, administrations located in Europe, the Americas, Asia and Oceania. The starting point of the study is the E-Government Development Index (EGDI). There are three main pillars of the EGDI which facilitate the process of public sector digitalisation: the scope and quality of online services, status of telecommunication infrastructure and existing human capacity. Bulgaria is ranked 47th, while in 2016 it was 52nd. Thus there is positive development of the digitalisation process in the sector. In May 2018, the State e-Government Agency determined the main points of positive process development in its “Annual Plan for Development and Renewal of Information Resources in Administration and for Electronic Communications Networks and Information Systems (ECNIS)”. The document highlighted the need to accelerate modernisation and completion of shared e-Government resources.
The 20th Jubilee Conference on e-Governance will emphasize on the development of e-Government process at national and European level. The initiative will present good practices of optimisation and integration of systems, registries and platforms, their main goal being the reduction of administrative complexity in favour of citizens and business, as well as innovations implemented in different units of the government sector as a factor of sustainable development.
