Tomislav Donchev

Deputy Prime Minister of Republic of Bulgaria

Tomislav Donchev is a Bulgarian politician. He was Mayor of Gabrovo, Minister for the Management of EU Funds 2010-2013, Member of the National Assembly, Member of the European Parliament, Deputy Prime Minister in the last two Governments of Boyko Borisov. He has two master`s degrees in business administration and philosophy from University "Saints Cyril and Methodius" in Veliko Tarnovo, Bulgaria. He has a second major in Journalism. He specializes in Political Science in Poland and Support of High-Tech Small and Medium-Sized Enterprises and Research and Development Start-Ups at the Institute in Negev, Israel. He completed a course in Business Mentoring at the Academy of Business Mentoring in Oxford, UK. Over the years he worked in various NGOs in the field of Education and Science and was collaborator of a sociological research agency. He worked also as a teacher, editor at Radio Gabrovo, as well as an executive director of the High-tech Business Incubator Gabrovo organization.

Atanas Temelkov

Chairperson of the State e-Government Agency (S.E.G.A)

Atanas Temelkow is a graduate of the Higher Military School in Shumen, profile "Artillery instrumental reconnaissance" -"Geodesy, cartography and photogrammetry Engineer" and the Military academy "Georgi Sava Rakovski", specialty Management automation. From 1978 to 1984 he held management positions in the Bulgarian Army. From 1986 he was appointed as Senior Assistant Head of the Automation Management Department at General Directorate "Armament and Equipment", the Ministry of Defense. From 1992 to 1998 he was Head of the TIL Automation Department of the Bulgarian Army. Since 1998 he has occupied Head of "Information Systems" Department position and from 2000 to 2011 he was appointed Deputy Head of the General Directorate "Communication and Information Systems" in the General Staff of the Bulgarian Army and Deputy Director in the Ministry of Defense. From 2011 to 2016 he is Deputy Executive Director of the Executive Agency "Electronic Communications Networks and Information Systems" (EA ECNIS) to the Ministry of Transport, Information Technology and Communications. Since December 2016 he is a Chief Secretary of the State e-Government Agency. Atanas Temelkov managed teams for elaboration of number of conceptual and strategic documents on e-Government, planning and implementation of projects of automation of management processes, communication and information systems, in the area of national security. He took part in international working groups and exercises of NATO and the EU. He was also a Member of the Board of Directors on information and communication systems of NATO. By Ordinance of the Council of Ministers dated December 28th, 2017 he was appointed Chairperson of the State e-Government Agency from January 15th, 2018.

Aleksandar Yolovski

Deputy Chairperson, State e-Government Agency (SEGA)

Aleksandar Yolovski has graduated from Sofia University "St. Kliment Ohridski", having been awarded an MA in Political Sciences Prior to being appointed a Deputy Chairperson to SEGA he managed a Department with "Information Services" AD. In the period of April 2011 to July 2015 he used to be a Director of "Programming, Commerce and Contracting" Department with the "Administrative Capacity" Directorate, a Managing Body of "Administrative Capacity" Operational Program with the Ministry of Finance, a Director of "Structural Measures for European Structural and Investment Funds" of "European Union Funds Programming" at "Good Management" Directorate, a managing body under "Good Management" Operational Program with the Administration of the Council of Ministers. He coordinated the elaboration of annual indicative working programs and controlled the selection and contracting processes related to the provision of grants under electronic governance development procedures, the improvement of the electronic administrative services provided to both individual citizens and the business entities, elaboration and improvement of primary inventories for providing internal administrative electronic services. He participated in the process of prioritizing the fund-raising measures. Aleksandar Yolovski managed the elaboration the "Good Management" Operational Program, which set out the EU-funding priorities, related to implementing the administrative reform and introducing the electronic governance, including electronic justice. He took a leading role in negotiating the approval and acceptance of the operational program by the European Commission.

Krasimir Bozhanov

Head of department "Modernization of the administration", Council of ministers of the Republic of Bulgaria

Krasimir Bozhanov is jurist by education. He was an employee in the Ministry of foreign affairs from 2003 until 2015, where he took the position "head of legal department" and head of the department "international law and legal issues". He did a diplomatic post in the Permanent Representation of the Republic of Bulgaria to the Council of Europe in Strasbourg. From the beggining of the year 2016, he is a head of department "Modernization of the administration" in the administration of the Council of ministers of the republic of Bulgaria.

Annela Kiirats

Programme Director of e-Governance Trainings, Estonia

Annela Kiirats has been the Programme Director of e-Governance Trainings at the e-Governance Academy since 2004, sharing her knowledge on the workings of e-governance and e-democracy with senior specialists and managers from the public sector and politicians from various different countries, as well as with NGOs. In addition to developing and conducting tailor-made training programmes and organising seminars both in Estonia and in beneficiary countries, she leads international cooperation projects and lectures on e-government and its components, as well as on e-services in the government. In 2002-2003, Annela worked for the Estonian Newspaper Association. Annela obtained her Master’s degree from the Department of Informatics at Tallinn University of Technology in 2005. She speaks Estonian, English and some Russian.

Esma DİLEK

IT Director of Istanbul Metropolitan Municipality

Esma DİLEK holds a MSc. Degree in Computer Science from Boston University/USA, and a BEng. degree in Computer Engineering from Yıldız Technical University, Istanbul/Turkey. She has worked at Istanbul Metropolitan Municipality’s (IMM) Traffic Department as Deputy Traffic Manager till August 2018 and has been responsible for coordinating and managing Intelligent Transportation Systems technical team. She has taken part in developing Traffic Control Center’s web and mobile traffic applications and has interest in R&D projects where Intelligent Transportation Systems are employed for public benefit. She has completed coordinating "VITAL" Project under the Seventh Framework Programme of the European Community (2007-2013) and "Roadmaps for Energy (R4E)" Project which was an EU funded project under the Horizon 2020 programme. She has started working as IT Director of IMM since August 2018.

He is certified as "Accredited Tier Specialist" by Uptime Institute from 2012. Alexander Petkov, PhD

Alexander Petkov has a PhD degree in "Informatics and computer science" from the Technical University of Sofia. Before that he got a Master’s degree in "Technology Entrepreneuership and Innovation in IT" from the Sofia University "St. Kliment Ohridski" and a Bachelor degree in "Computer Engineering" from the Technical University of Sofia. Alexander is a lecturer at the Technical University of Sofia, where he teaches GIS, Computer Graphics and Computer Programming. Alexander Petkov has been working at the Acstre Software Group for 14 years. There he leads the development of innovations and new software products. He has been the manager of a multitude of projects, including the "Development of a Centralized Information System for Management and Control of the Execution of SCF Projects" (E-Podem) in 2014 for NAMRB, development of an "Information System for Energy Efficiency and Green Economy Programme (EEGEP) Projects" for the Ministry of Economics in 2012, "A System for Registration, Evaluation and Monitoring of EFF Projects" for the NAFA, "Development of ACSTRE GIS" and many more. He has participated in the definition of the "National Interface for Data Exchange between the National Systems for Project Management" in the years 2009-2010.

Iliya Karkamov

Iliya Karkamov is a senior student at the Technical University of Sofia in the specialty Applied Mathematics and Informatics. He has been a software developer in the software group ACSTRE since 2016. He is a specialist in GIS standards (WMS and WFS of OGC) and the integration of GIS solutions.

Miglena Kuzmanova

For more than 10 years Miglena Kuzmanova has been working at the Sales and Marketing Department of ESRI Bulgaria initially as Business Development Expert and since 2013 as Business Development Manager. Miglena Kuzmanova graduates from the Faculty of Mathematics and Informatics of Sofia University with a specialty of ‘Informatics’ and in 2005 gets a master degree of Economics at the Faculty of Business Administration and Economics (FEBA) at Sofia University. Since 2007 she has been teaching teaches GIS in FEBA where she is PhD student.
